This guideline explains how to work with the National Database of Energy and Performance Characteristics of Buildings (Building Database) – a component of the Unified State Electronic System in the field of construction.

A digital state backed by public trust: 75% of Ukrainians are satisfied with digital government services. The first GovTech Pulse survey reveals strong public support for state-run e-services. Ukrainians are actively using online tools, and digitalization continues to progress even under the most challenging circumstances.

The goal of this research project was a comprehensive study of public opinion regarding administrative services, specifically in which cases Ukrainians choose in-person or online services, what difficulties they encounter, and what factors influence their choice.
