Civilian Population Protection Program

East Europe Foundation is implementing the Civilian Population Protection Program in partnership with Hala Systems Inc. and the State Emergency Service with funds from the European Union. The purpose of the Program is to raise self-defence awareness among the public during and after the occurrence of chemical, biological, radiological, and nuclear threats (CBRN-hazards).

The new reality in which Ukraine found itself after February 24, 2022, creates new challenges for the civilian population. We do not know what the Russian aggressor is planning, so we must be prepared for any potential hazard.

We, at East Europe Foundation, together with the State Emergency Service and the Ministry of Health, implement a number of activities to disseminate information on CBRN hazards and procedures to follow in case of emergencies.

As part of the Program, we, together with our partners, conduct an awareness-raising campaign targeting the adult population of Ukraine. The information campaign will include: 

  • A series of guest studios and stories involving experts of the State Emergency Service and the Ministry of Health who will explain procedures to be followed in case of CBRN hazards;
  • Info banners displayed on top TV programs;
  • Instructional videos;
  • Explanatory materials in online media; and,
  • Outdoor public service announcements.

The program implementation period is from September 2022 to February 2023.
