CDTO Campus

East Europe Foundation aligns with the Ministry of Digital Transformation’s ambitious goal to create the world’s most convenient digital state — free from queues, bureaucracy, and corruption.

To achieve this, the country requires Chief Digital Transformation Officers (CDTOs), public servants who implement digital projects at both national and regional levels.

Currently, no universities in Ukraine offer training for such specialists. Therefore, East Europe Foundation, in collaboration with the Ministry of Digital Transformation and supported by international partners, has launched CDTO Campus. The aim is to train over 1,500 CDTOs by the end of 2025.

What makes CDTO Campus unique?

  • Unparalleled Educational Program: After studying more than 200 educational programs worldwide, we can confidently say that there is no identical program. CDTO Campus integrates the world’s best digitalization practices and Ukraine’s unique experiences, particularly in the context of a full-scale war.
  • Diverse Target Audience: The CDTO Campus offers programs for both experienced civil servants looking to enhance their skills and professionals transitioning from the public or private sector to civil service.
  • Comprehensive Training Formula: Our unique TECH+LEADERSHIP+GOV PROJECT MANAGEMENT formula combines soft and hard skills, explains the latest technologies, and teaches collaboration with donors and partners. We prepare specialists to implement projects within the public administration system.
  • Cost-Free Education: Thanks to the support of our partners, the program is offered free of charge.

CDTO Campus offers four types of training programs: long-term, short-term, leadership, and personalized. Each program is designed around practical cases, an individual approach, and group discussions.

Training is conducted in a hybrid format, both remotely and in person at our campus in central Kyiv.
