Using the Building Database: Video Guide

Government Officials Receive a Video Guide for Working with the Building Database.

To comply with legislation and Ukraine’s commitments on the path to EU accession, government officials are required to enter data into the National Database of Energy and Operational Characteristics of Buildings (hereinafter — the Building Database). Without proper training, doing this correctly and efficiently can be a challenge.

That’s why a free course — “Video Guide for Working with the Building Database,”  has been launched on Zrozumilo! online learning platform. The course is developed with the support of the Ministry for Communities and Territories Development of Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine, and GIZ Ukraine

In March 2025 the Building database has been launched as part of the Unified State Electronic System in the Construction Sector. It allows collecting up-to-date information on the condition of buildings, identifying the facilities with the highest energy consumption, and effectively implementing the national energy efficiency policy.

The course is primarily designed for representatives of government authorities and their subordinate enterprises, institutions, and organizations, which, under Cabinet of Ministers Resolution No. 1254, are the first to enter data into the system. At the same time, it will be useful for all other users of the Database.

To date, more than 1,000 institutions and government authorities are already registered in the Database, with 6,221 buildings entered into the system. 

Through the course, participants will learn:

  •       how to create building records in the system,
  •       how to fill out and sign documents step by step in compliance with current legislation,
  •       how to update information,
  •       how to use statistical data about the building.

The total course time is 1.5 hours. The course is presented in short video lectures, making it convenient for use in daily work.

The video guide was developed under the Power Up: Experience Sharing project, implemented by East Europe Foundation with the support of the project “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine” carried out by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government and co-financed by the Swiss State Secretariat for Economic Affairs (SECO).
