At Eurasia Foundation from 1993 to 2019 (President from 2006), Beebe-Center played a key role in the establishment of several pioneering institutions, including East Europe Foundation and the Kyiv School of Economics.

In 2022, Beebe-Center cofounded the Ukraine Youth Action Network, a nonprofit that enables young Ukrainians whose lives have been disrupted by war to connect with peers in the United States, build friendships, and collaborate on initiatives that benefit Ukraine.

Beebe-Center earned a B.A. in Soviet Studies from Brown University and an M.A. in Russian Studies from Harvard University.
