eConstruction achievements in Q1 2026

In the first quarter of 2026, the digital ecosystem of Ukraine’s urban planning and construction industry continued its active development, demonstrating growth in service usage, expanded functionality, and strengthened integration between state systems.

We are sharing the key results of the Unified State Electronic System in the Construction Sector (USESCS), as well as related registers and databases, for the first three months of 2026:

  • 900+ objects automatically registered special property rights;
  • the ‘Transparent Construction’ app is already being used for commissioning objects by DIAM inspectors and all state architectural and construction control bodies;
  • 1,302 communities are connected to the Unified State Address Register, and nearly 6.5 million addresses have already been verified;
  • in the Urban Planning Cadastre at the state level, the transition of communities to electronic management of urban planning documentation continues;
  • testing has begun for the Database of Prices for Construction Products and Other Material Resources — a tool that will help create more transparent market pricing in construction and reduce the risks of inflated project costs;
  • the database of energy performance characteristics of buildings already contains 13,000+ records on buildings and 18,000+ data points on energy consumption.

The successes of the first quarter of 2026 are further proof that Ukraine’s construction sector is irreversibly changing. We see how key processes — from permitting procedures to energy monitoring — are becoming digital and open. This transformation is building a new system: transparent, accountable, and as convenient as possible for communities, businesses, and every citizen.

The development of digital services in the construction sector is implemented through the cooperation of the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine, supported by Digitalisation for Growth, Integrity and Transparency Project – UK DIGIT, implemented by Eurasia Foundation and funded by UK International Development.
