In the first quarter of 2026, the digital ecosystem of Ukraine’s urban planning and construction industry continued its active development, demonstrating growth in service usage, expanded functionality, and strengthened integration between state systems.
We are sharing the key results of the Unified State Electronic System in the Construction Sector (USESCS), as well as related registers and databases, for the first three months of 2026:
The successes of the first quarter of 2026 are further proof that Ukraine’s construction sector is irreversibly changing. We see how key processes — from permitting procedures to energy monitoring — are becoming digital and open. This transformation is building a new system: transparent, accountable, and as convenient as possible for communities, businesses, and every citizen.

The development of digital services in the construction sector is implemented through the cooperation of the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine, supported by Digitalisation for Growth, Integrity and Transparency Project – UK DIGIT, implemented by Eurasia Foundation and funded by UK International Development. UK DIGIT project also supported the creation of the first phase of the Database of Prices for Construction Products and Other Material Resources.
