Kyiv will become the second city in the world after Berlin to host GovTech Center and 21st Fourth Industrial Revolution Center in the World Economic Forum network. It is a platform to facilitate cooperation between governments, researchers, businessmen, technology companies, and startups. The Center will facilitate the exchange of innovative ideas and GovTech practices and help implement joint successful projects in the public sector.
According to Mykhailo Fedorov, Vice Prime Minister of Ukraine for Innovation, Education, Science and Technology – Minister of Digital Transformation, the launch of GGTC Kyiv is a recognition of Ukraine’s progress in digital transformation at the international level.
«In 2019, we started building a digital nation with the main idea of creating the most citizen-friendly and convenient state in the world», said Mykhailo Fedorov. «The launch of the Diia app has revolutionized how people interact with the state. Diia has already become a lovemark brand for Ukrainians and is acknowledged as one of the world’s best cases in GovTech. No coincidence that Ukraine became the second country in the world to launch the Global Government Technology Center (GGTC). I am proud that our progress is honored internationally, and I am confident that GGTC Kyiv will become a center of cooperation, innovation, and transformational solutions in digital governance».
At the Center, Ukrainian startups will collaborate with international partners to accelerate digital reforms in the public sector worldwide.

GGTC Kyiv, in partnership with the Center for the Fourth Industrial Revolution and GGTC Berlin, will create a platform to facilitate communication and exchange experiences to develop GovTech solutions worldwide. Using AI, IoT, blockchain, and cybersecurity technologies, the Center will foster the development of an innovative ecosystem with local and global impact.
GGTC Kyiv’s main focus areas:
TheGovTech Observatory is a platform for tracking global and national trends in GovTech. The Observatory will become a place for knowledge sharing and data-driven policy development through cutting-edge research, user-friendly tools, and partnerships with international experts.
Innovation Gateway is a platform to search for partners and involve global investments to pilote and scale technologies in Ukraine. Bringing together key centers in AI, EdTech, Defense Tech, Semiconductors, BioTech, Green Tech, AUV, and other fields, GGTC Kyiv will demonstrate Ukraine’s innovation potential.
FutureGov Education is a training platform that exposes public sector leaders to the latest technologies, such as digital twins and artificial intelligence. In partnership with CDTO Campus, the center will create a space for experimentation where leaders from around the world can test and implement promising digital solutions.

GGTC Kyiv is headed by Zoya Lytvyn, a social entrepreneur and innovative leader who effectively implements digital transformation in education. She is a member of The Young Global Leaders Community, initiated by the World Economic Forum, and is also one of the 100 most influential women in Ukraine.

GTC Kyiv was established at the initiative of the Ministry of Digital Transformation of Ukraine as part of the EGAP Program, implemented by East Europe Foundation with funding from Switzerland. The Foundation has become an implementing partner supporting the Center’s activities through strategic cooperation with the Swiss Government. With 10 years of experience implementing the flagship EGAP Program in digital transformation and sustainable development, the Foundation shares the expertise necessary to achieve the Center’s goals and provides the necessary infrastructure.

The official agreement on opening the Global Government Technology Center in Kyiv was made during the World Economic Forum in Davos in January 2024.
