Competition for the position of a Lawyer for the reform of the State Service of Ukraine on Food Safety and Consumer Protection

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (DTA), announces a competition for a Lawyer to reform the State Service of Ukraine on Food Safety and Consumer Protection.

The goal of the project is to expand Ukraine’s digital capabilities to ensure sustainable economic recovery, transparent reconstruction, and good governance during the martial law regime and the postwar period. In cooperation with the State Service of Ukraine on Food Safety and Consumer Protection, it is planned to: analyze the procedure(s) for the provision of services and the possibility of creating electronic interactions with electronic resources of other state bodies and foreign states or international organizations; develop concepts (proposals) for optimizing the procedure for the provision of services; explore the benefits of optimizing the procedure for the provision of services for both their recipients and the state; develop proposals for draft regulations on optimizing the procedure for the provision of services and electronic interaction with state etc.

Start date: July 2024.

Employment: full-time.

Work format: mixed (offline with the ability to combine online work). Preference is given to candidates who can work in the city of Kyiv.

Main responsibilities:

  • study the legislation on business processes for the provision of public services in the field of food safety and consumer protection and, based on the results, prepare proposals for appropriate amendments to the legislation;
  • develop proposals for optimized models and improve business processes for the provision of services in the field of food safety and consumer protection;
  • prepare draft regulations and support their discussion with representatives of the relevant authorities;
  • prepare draft letters in cooperation with the State Service of Ukraine on Food Safety and Consumer Protection and other authorities;
  • provide legal support for the development of documentation on the functioning of information and communication systems in the field of food safety and consumer protection;
  • analyze the judicial practice in the field of food safety and consumer protection and study non-standard legal and technical cases of users of relevant information and communication systems, formulate legal positions;
  • develop methodological and training materials, instructions and manuals for specialists in the field of food safety and consumer protection;
  • prepare agreements as part of the implementation of the tasks of reforming the food safety and consumer protection sector;
  • participate in meetings with stakeholders to ensure that tasks are performed within the scope of their responsibilities;
  • perform other tasks assigned by the direct supervisor.

These responsibilities and tasks represent the nature and level of the work assigned and are not necessarily final.

Requirements for the candidate:

  • higher education in law or a related field;
  • at least 5 years of total work experience;
  • at least 3 years of specialized experience in the field of law;
  • knowledge of food safety and consumer protection legislation;
  • ability to prepare and process regulatory legal acts, and understand the processes of their approval in accordance with the Regulations of the Cabinet of Ministers of Ukraine;
  • strong analytical skills;
  • fluency in the Ukrainian language;
  • experience of cooperation with the authorities in the preparation of regulatory acts will be an advantage;
  • knowledge of English will be an advantage.
