East Europe Foundation, as part of the USAID/UK Dev Project “Supporting Digital Transformation”, is excited to announce an open competition for the position of Project Manager to support the Electronic Border Crossing Queue project.
In December 2022, the Ministry of Communities, Territories, and Infrastructure Development of Ukraine, in partnership with the State Service for Transport Safety, launched an innovative solution for border crossing – eQueue (Android https://bit.ly/3pBBDhD, iOS https://apple.co/41EZHxg). This electronic queue system was initially implemented at the Yahodyn-Dorohusk international border crossing point. The system now covers 28 international border crossings with the EU and Moldova for trucks and buses. eQueue allows drivers to reserve a spot in the queue for border crossing and monitor the queue’s progress online. The system automatically notifies the driver of the estimated border crossing time. This innovation not only streamlines the queue but also eliminates the need for drivers to wait roadside for days, allowing them to arrive at the checkpoint at the specified time. This efficiency reduces cargo transportation costs and increases the transparency of border crossings. By minimizing human influence on queue formation, eCheck mitigates corruption risks and prevents potential abuses due to checkpoint congestion.
Duration of engagement: Until the end of 2024 with possible extension.
Work format: hybrid (offline and online). Preference will be given to candidates who can work in Kyiv.
Key Tasks and Responsibilities:
- Participate in the development of the project concept and implementation plans.
- Conduct regular meetings with stakeholders to clarify requirements for system modernization.
- Coordinate the work of experts and the team working on the project.
- Determine project priorities, KPIs, and set tasks for the team in relevant areas (technical, regulatory, communication, administrative, etc.).
- Monitor all stages of software development and prepare reports on project progress at the request of the customer.
- Participate in the preparation of technical requirements for the search for software development contractors and experts.
- Coordinate all phases of software development (SDLC) using Scrum/Kanban/XP approaches and methodologies.
- Document the functionality of the information system and coordinate the creation of digital services for the public and business.
- Monitor all stages of software development and prepare relevant reports at the request of the customer, participate in the preparation and review of technical documentation.
- Communicate with all stakeholders involved in project implementation, including government officials, developers, etc.
- Coordinate project partners and contractors.
- Maintain project documentation in Confluence / Jira / Notion.
- Perform other tasks as needed.
Candidate Requirements:
- More than three (3) years of experience in managing software development projects.
- Understanding of IT development project management according to Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc., and possess the appropriate skills.
- Experience in development of electronic services for the public and business, understanding of technologies, such as interoperable solutions, etc.
- Understanding of software design and development, formulation of high-level technical specifications for a software product.
- Ability to structure elements of information systems and identify technologies and possible software solutions.
- Experience in writing technical specifications, requirements, and specifications for IT projects.
Desired Skills and Work Experience:
- At least two (2) years of experience with Jira and Confluence.
- Experience in communications with government authorities (clarifying requirements, carrying out presentations).
- Excellent organizational skills and attention to detail.
- Knowledge of English will be an advantage.
- Experience with geographic information systems will be an advantage.
