Competition for the position of Project Manager for the project on the development and implementation of the Integrated Information System "Geographic Information System Urban Planning Cadastre of the State Level"

East Europe Foundation, within the framework of the USAID/UK Dev project Supporting Ukraine’s Digital Transformation (DTA), together with the Ministry of Communities, Territories and Infrastructure of Ukraine, announces a competition for the position of Project Manager for the project on the development and implementation of the Integrated Information System “Geographic Information System Urban Planning Cadastre of the State Level” (hereinafter – GIS UPCS).

Start date: May 2024.

Term of engagement: until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.

Main responsibilities:

  • participate in the development of the project concept and implementation plans;
  • hold regular meetings with stakeholders to clarify requirements for information systems;
  • manage a team of experts working on the project;
  • define project priorities, KPIs, and set appropriate tasks for the team;
  • participate in the development of technical requirements for the search for software development contractors;
  • coordinate all stages of software development (SDLC) using Scrum/Kanban/XP approaches and methodologies, etc.;
  • document the functionality of information systems;
  • monitor all stages of software development and prepare relevant reports at the request of the customer;
  • communicate with all stakeholders involved in the project implementation, including representatives of government agencies, developers, etc.;
  • coordinate project partners and contractors;
  • maintain project documentation in Confluence/Jira.

Requirements for the candidate:

  • more than three (3) years of experience in managing software development projects;
  • skills in IT development project management using Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc.;
  • experience in developing electronic services for the public and business, understanding of such technologies as interoperable solutions, etc.;
  • understanding of the software design and development process, formulation of high-level technical requirements for a software product;
  • ability to structure elements of information systems and identify technologies and possible software solutions;
  • experience in writing technical specifications, requirements and specifications for IT projects.
