Competition for the position of Product Owner to support the Unified Judicial Information and Communication System project

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (hereinafter – DTA), together with the State Judicial Administration of Ukraine, announces a competition for the position of Product Owner to support the Unified Judicial Information and Communication System (hereinafter – UJICS) project.

Objective: since 2018, Ukraine has had a Unified Judicial Information and Communication System that provides access to court proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The UJICS system allows courts, other bodies and institutions in the justice system, and litigants in the judicial process to exchange documents and data in electronic form. It provides access to information on court decisions, cases and proceedings, and enables litigants to participate in court hearings online via real-time videoconferencing. In this way, the UJICS promotes transparency and efficiency of the judiciary. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and updating the concept of the UJICS, as well as the modernization of new subsystems.

Start date: June – July 2024.

Term of the employment: until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.

Scope of work and responsibilities of the expert:

  • coordinate the development of technical documentation for the modernization of the UJICS;
  • coordinate the development and implementation of the solution (business process logic, expansion and improvement of functionality);
  • communicate with all stakeholders involved in the project implementation, including representatives of government agencies, developers, etc;
  • hold regular meetings with stakeholders to clarify the requirements for the information system and develop regular presentations of completed project milestones;
  • coordinate the work between the UJICS project team, contractors, and experts in the field of justice and court operations;
  • provide support to developers during system modernization and testing;
  • advise on the development of regulatory acts in the field of judicial proceedings and court operations;
  • maintain project documentation in Notion / Confluence / Jira (other IT tools are agreed with the project team);
  • coordinate the integration of the UJICS with other state information systems;
  • monitor all stages of software development and prepare relevant reports at the request of the customer.

Requirements for expert qualifications:

  • experience in developing electronic services for the public and business, understanding of interoperability, data protection, cybersecurity, etc;
  • understanding of software design and development processes, formulation of high-level technical requirements for a software product;
  • ability to structure elements of information systems and identify technologies and possible software solutions;
  • experience in writing terms of reference, requirements and specifications for IT projects.

Desired skills and work experience:

  • experience with Notion, Jira, and Confluence (similar IT tools);
  • experience in communications with government agencies (clarifying requirements, making presentations);
  • developed organizational skills and attention to detail;
  • knowledge of English will be an advantage;
  • knowledge of the legislation in the field of judicial proceedings will be an advantage.
