Call for Applications for a Post of Junior Specialist to Implement and Support the IT system of the Unified State Address Register and the Unified State Register of Buildings and Related Structures

East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for the position of a junior specialist to implement and support the IT system of the Unified State Address Register and the Unified State Register of Buildings and Related Structures.

Job scope and responsibilities:

  • Generate lists of bugs, suggestions and user requirements, and maintain respective documentation.
  • Maintain the incident log on a regular basis.
  • Consult users and system administrators via email, phone and/or chatbot.
  • Prepare answers to frequently asked questions to be uploaded in the FAQ section.
  • Prepare training materials, instructions and manuals for system users.
  • Conduct training sessions and seminars in order to explain how to use the system for all construction actors (system users).
  • Participate in manual testing of the information system and conduct bug tracking.
  • Communicate with all stakeholders involved in the project implementation, including representatives of government agencies, developers, and others.

Qualifications requirements:

  • University or post-secondary degree in IT or engineering (or related field).
  • At least half (0.5) year of experience in customer support and software testing.
  • Experience with DBMS, in particular with PostgreSQL.
  • Understanding the software development and testing processes.
  • Understanding the software design and development process and its implementation.
  • Experience in developing and presenting training materials for users.
