East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (hereinafter – DTA), together with the State Judicial Administration of Ukraine, announces a competition for the position of an Information Security Project Manager to support the Unified Judicial Information and Communication System (hereinafter – UJICS) project.
Objective: since 2018, Ukraine has had a Unified Judicial Information and Communication System that provides access to court proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The UJICS system allows courts, other bodies and institutions in the justice system, and litigants in the judicial process to exchange documents and data in electronic form. It provides access to information on court decisions, cases and proceedings, and enables litigants to participate in court hearings online via real-time videoconferencing. In this way, the UJICS promotes transparency and efficiency of the judiciary. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and updating the concept of the UJICS, as well as the modernization of new subsystems.
Start date: June – July 2024.
Term of the employment: until the end of 2024 with a possible extension.
Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.
Scope of work and responsibilities of the expert:
- manage projects to implement information security systems, implement IPSS, and secure the organization’s key information systems and data;
- develop information security regulations and protocols and implement them in the organization’s activities;
- use Scrum / Kanban / XP approaches and methodologies, etc;
- participate in the planning and organization of work within the SDLC process;
- ensure effective communication with stakeholders, work with donors and contractors;
- coordinate the work of security experts and the development team working on the project;
- define project KPI priorities, as well as tasks for the team according to the areas of work (technical, regulatory, communication, administrative, etc.);
- monitor the information security of all environments and stages of software development, prepare reports on project progress at the request of the customer;
- create technical requirements for finding software development contractors and experts;
- maintain project documentation in Confluence / Jira / Notion;
- perform other tasks as required.
Qualification requirements for the expert:
- at least 5 years of experience in information security project management;
- understanding of Agile, (Scrum, Kanban), Waterfall project management methodologies/approaches and skills in working with them;
- experience in managing teams of information security experts;
- experience in projects aimed at developing information systems for government agencies;
- experience working with donor project organizations as stakeholders;
- experience in designing and implementing IPSS;
- understanding of software design and development, formulation of high-level technical requirements for a software product;
- ability to structure elements of information systems, identify technologies and possible software solutions;
- experience in writing terms of reference, requirements and specifications for IT projects;
- Information security and ITIL certifications will be an advantage.
Desired skills and work experience:
- experience with Jira and Confluence;
- experience in communications with government agencies (clarifying requirements, making presentations);
- advanced organizational skills and attention to detail;
- knowledge of English will be an advantage.
