Competition for the position of Project Manager to support the Unified Judicial Information and Сommunication System project

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (hereinafter – DTA), together with the State Judicial Administration of Ukraine, announces a competition for the position of a Project Manager to support the Unified Judicial Information and Сommunication System (hereinafter – UJIСS) project.

Objective: Since 2018, Ukraine has had a Unified Judicial Information and Communication System that provides access to court proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The UJICS system allows courts, other bodies and institutions in the justice system, and participants in the judicial process to exchange documents and data in electronic form. It ensures the availability of information on court decisions, cases and proceedings, and enables litigants to participate in court hearings online via real-time videoconferencing. In this way, the UJICS promotes transparency and efficiency of the judiciary. A functional audit of the Unified Judicial Information and Telecommunication System (UJITS) is currently underway, which requires the development of new modules and updating the concept of the UJITS, as well as modernization of new subsystems.

Start date: July 2024.

Term of employment: is until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.

Scope of work and responsibilities of the expert:

  • participate in the development of the project concept and implementation plans;
  • hold regular meetings with stakeholders to clarify requirements for system modernization;
  • coordinate the work of experts and the development team;
  • define project priorities, KPIs, and tasks for the team according to the areas of work (technical, regulatory, communication, administrative, etc.);
  • monitor all stages of software development, prepare reports on project progress at the request of the customer;
  • participate in the preparation of technical requirements for the search for software development contractors and experts;
  • coordinate all stages of software development life cycle (SDLC) using Scrum/Kanban/XP approaches and methodologies, etc;
  • document the functionality of the information system, and coordinate the creation of digital services and services for the public and business;
  • participate in the preparation and review of technical documentation;
  • communicate with all stakeholders involved in the project implementation, including representatives of government agencies, developers, etc;
  • coordinate project partners and contractors;
  • maintain project documentation in Confluence / Jira / Notion;
  • perform other tasks as required.

Qualification requirements for the expert:

  • at least 3 years of experience in software development project management;
  • understanding of Agile, (Scrum, Kanban), Waterfall project management methodologies/approaches and skills in working with them;
  • experience in managing development teams;
  • experience in working with stakeholders;
  • experience in developing electronic services for the public and business, understanding of such technologies as interoperable solutions, etc;
  • understanding of software design and development, formulation of high-level technical requirements for a software product;
  • ability to structure elements of information systems and identify technologies and possible software solutions;
  • experience in writing terms of reference, requirements and specifications for IT projects.

Desired skills and work experience:

  • experience with Jira and Confluence;
  • experience in communications with government agencies (clarifying requirements, making presentations);
  • advanced organizational skills and attention to detail;
  • knowledge of English will be an advantage.
