Call for the position of Local Services Coordinator

East Europe Foundation, within the framework of “E-Governance for Accountability and Participation Program EGAP” Swiss-Ukrainian program, announces a call for the position of Local Services Coordinator.

We are looking for a person to join the friendly team of the Regional Coordination Office who, in cooperation with the Ministry of Digital Transformation, service providers and pilot communities, will help transform ASCs into Diia Centers, design unified business processes for local services, look for opportunities to digitalize them and simplify access to services for all who need them.

  • Start date: as soon as possible
  • Location: Kyiv, Ukraine
  • Employment: full-time, without the possibility of part-time work
  • Work format: offline

Responsibilities:

  • cooperation with the Ministry of Digital Transformation in the development of the service sector and implementation of digital tools;
  • study of the current state of service delivery in the pilot communities and preparation of recommendations for development and optimization;
  • summarizing of the experience of pilot communities and preparation of analytical articles, reports and presentations;
  • methodological and expert support for communities on the way to transforming ASCs into Diia Centers;
  • planning of experience exchange events;
  • arrangement of online and offline trainings for employees of Diia Centers/ASCs;
  • analyzing of the list of local services and development of unified business processes to organize their provision;
  • participation in projects to create and implement digital tools to optimize service delivery in communities;
  • participation in professional events, panel discussions and working groups;
  • maintaining of ASCs ratings in pilot communities, planning of motivational measures.

Required qualifications, experience, and competencies:

  • higher education at least the second level (master’s or specialist’s degree);
  • fluency in the Ukrainian language;
  • at least 5 years of experience in managerial positions in the field of administrative services;
  • experience in drafting methodologies and/or guidelines for employees;
  • ability to describe complex things in simple and understandable texts;
  • confident use of PC and MS Office (including MS Teams, Word, Excel, PowerPoint and Outlook), confident use of Google Docs tools;
  • English language proficiency at least at B1 (intermediate) level will be a significant advantage.

  • moderation and diligence in fulfilling the tasks assigned.
