East Europe Foundation, within the framework of the USAID/UK Dev Project “Support for Digital Transformation”, announces a competition for the position of Regional Coordinator for the project on the development and implementation of the Unified State Registers of Addresses, Buildings and Related Structures, and Administrative Territorial Units and Territorial Communities.
Pursuant to the Law of Ukraine No. 2486-IX “On Amendments to Certain Legislative Acts of Ukraine on Ensuring Civil Defense Requirements During Planning and. Development of Territories” dated July 29, 2022, which entered into force on August 24, 2022, the Unified State Register of Administrative Territorial Units and Territorial Communities and Territories of Territorial Communities, the Unified State Address Register, the Register of Buildings and Related Structures as part of the Unified State Electronic System in the Construction Sector are to be established. This step is intended to reduce the risk of real estate fraud, simplify residence registration, and reduce tax violations in real estate transactions and subsidies. The introduction of these tools shall minimize the human factor in most processes, including the provision of services to citizens and businesses, and is expected to have a significant anti-corruption impact.
Duration of engagement: Until the end of 2024 with possible extension
Key Tasks and Responsibilities:
- communication via messengers;
- studying the documentation;
- organizing and conducting training for local self-government bodies, district state administrations, and regional state administrations online and on-site in regional centers;
- incentivizing local self-government bodies to fill in the Unified State Address Register and the Unified State Register of Buildings first;
- communication with and consultation of employees of local self-government bodies, district state administrations, and regional state administrations;
- ensuring cooperation with representatives of local self-government body associations;
- drafting letters to regional state administrations and local self-government bodies;
- preparation of presentations, video lessons and training materials for local self-government bodies;
- description of the problems and errors faced by local self-government bodies when working with the Unified State Address Register and the Unified State Register of Buildings, summarize them, provide suggestions for solving problems and correcting errors;
- generating analytics and reports on the work of local self-government bodies.
Candidate Requirements:
- ability to use messengers, office programs, a computer, operating system, and browser;
- ability to analyze documentation;
- experience in organizing the launch and adjustment of business processes with a number of system users of 100 or more;
- skills in public speaking, lecturing, and working with audiences;
- experience in organizing and conducting online and classroom training;
- experience in preparing presentations, methodological and training materials;
- ability to explain the sequence of actions for working with information and software;
- knowledge of business ethics;
- knowledge and experience in the agile project management methodology;
- experience in preparing reports.
Desired skills and work experience:
- at least three years of experience in project management, communications, or organizational activities;
- certificates of completion of relevant courses (preferably);
- knowledge of the state language;
- readiness for business trips within Ukraine.
