East Europe Foundation announces an open position for IT Advisor. The specialist will be involved in joint projects with the Ministry of Digital Transformation.

Start date: March 2024.

Employment: part-time with hourly payment.

Work format: online.

Key Tasks and Responsibilities:

• participation in the development of technical requirements, specifications, and terms of reference for the development of software products;
• defining the structure of data, objects, and algorithms to solve the tasks;
• providing consultancy on technological issues, as well as assistance in making optimal decisions and selecting contractors;
• quality control of tasks during the development of software products by contractors;
• acceptance of work results, setting tasks for software developers based on the test results;
• consultations with stakeholders on the process of launching IT products;
• technical risk assessment at all stages of project implementation.

Candidate Requirements:

• Higher technical education.
• Over 5 years of experience in software development, IT engineering, and IT architecture.
• Experience in developing, implementing, modernizing new software products in the areas of civic tech, gov tech, data analytics, authorization systems, data exchange, etc.
• Ability to structure elements of information systems, identify technologies and possible software solutions, manage data, and formulate requirements for software products.
• Experience in writing technical specifications, requirements and specifications for IT products in accordance with the standards of Ukrainian legislation.
• Experience in the processes of building a Comprehensive Information Security System (CISS), acceptance of software on the balance sheet by government agencies of any level, or other interaction with them (clarifying requirements, making presentations) will be an advantage.
