East Europe Foundation, within the framework of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project, announces a competition for a FullStack Developer to join the digital team to support the State Property Fund of Ukraine (SPFU) in developing and implementing an online platform for managing state property leases.

Term of engagement: four months, with the possibility of remote work.

Main tasks:

• Planning, coordination and control of project implementation within the defined tasks.
• Conducting a technical description of the developed code with a view to forming a new technical task for the implementation of plans for the development of an online platform after the tender for the implementation of the following stages.
• Holding regular meetings with stakeholders to clarify requirements for the online platform.
• Timely identification of code structure risks that may affect the implementation and management of new project solutions, as well as prompt application of measures to mitigate these risks.
• Offering solutions to optimize code development.
• Cooperating with the project parties to ensure compliance with the expected project results.
• Approval of technical specifications for each stage of work performance.
• Systematic communication and reporting on project status and progress to stakeholders, including the TAPAS Project and the Foundation’s management, providing regular updates on key milestones and indicators.

Requirements for the candidate:

• At least three years of experience in information systems development positions.
• Experience in systems development in the field of lease relations will be an advantage.
• Understanding of IT development project management using Waterfall and Agile methodologies.
• Deep understanding of the SDLC.
• Understanding of the software design and development process, formulation of high-level and detailed technical requirements for a software product.
• Written and spoken English at least B2 level.
• Ability to work in a team.
• Excellent planning and time management skills.

Skills and competencies: 

• CodeReview
• Experience with Jira (or Redmine) and Confluence (or equivalent)
• Knowledge of JavaScript, Nuxt.js (Vue.js)
• Programming language PHP 8.0+, Laravel
• PostgreSQL 14 + database
• Attention to details
• Excellent communication skills
