East Europe Foundation, within the framework of the USAID/UK Dev Project “Support for Digital Transformation”, announces a competition for the position of Specialist in methodological support of ITS implementation and data management for the project on development and implementation of the Unified State Registers of Addresses, Buildings and Structures, Administrative and Territorial Structure.

Pursuant to the Law of Ukraine No. 2486-IX “On Amendments to Certain Legislative Acts of Ukraine on Ensuring Civil Defense Requirements During Planning and. Development of Territories” dated July 29, 2022, which entered into force on August 24, 2022, the Unified State Register of Administrative Territorial Units and Territorial Communities and Territories of Territorial Communities, the Unified State Address Register, the Register of Buildings and Related Structures as part of the Unified State Electronic System in the Construction Sector are to be established. This step is intended to reduce the risk of real estate fraud, simplify residence registration, and reduce tax violations in real estate transactions and subsidies. The introduction of these tools shall minimize the human factor in most processes, including the provision of services to citizens and businesses, and is expected to have a significant anti-corruption impact.

Duration of engagement: Until the end of 2024 with possible extension

Key Tasks and Responsibilities:

• methodological support of measures to create, fill with data and modernize the Unified State Address Register, the Register of Buildings and Related Structures, the Unified State Register of Administrative Territorial Units and Territorial Communities, the Unified State Electronic System in the field of construction and the State-level Urban Planning Cadastre (hereinafter referred to as registers and systems) and participation in them;
• development of regulations on registers and systems;
• preparation of technical requirements and tasks for the creation, data filling and modernization of registers and systems;
• preparation of methodological and training materials for the creation, data filling and modernization of registers and systems;
• collecting, processing and preparing data for filling and functioning of registers and systems (in particular, mapping and geospatial data of registers and systems).
• interaction with representatives of state authorities and local self-government bodies to create, fill in data and modernize registers and systems.

Candidate Requirements:

• higher education in one or more fields of knowledge (Management and Administration, Architecture and Construction, Law or Information Technology);
• over 3 years of experience in creating public cadastral and registration systems;
• over 1.5 years of experience in implementing the use of geographic information systems.
