East Europe Foundation, within the framework of the USAID/UK Dev project Digital Transformation Activity (hereinafter – DTA), together with the Ministry for Communities, Territories and Infrastructure of Ukraine, announces a competition for the position of a specialist in organizing the interaction of electronic resources for the Unified State Electronic System in the Construction Sector project.
Start date: July-August 2024.
Term of involvement: until the end of 2024.
Work format: mixed (offline and online).
Main tasks and responsibilities:
- plan the schedule of interactions: develop interaction plans taking into account the requirements of the regulatory documents governing the functioning of the information and communication systems of the Ministry of Infrastructure in the field of E-construction and coordinate with the Head of E-construction of the DTA project;
- organize joint meetings with the responsible employees of the Ministry of Infrastructure, the DTA project, and other government agencies involved in creating the interaction;
- support the coordination of technical aspects of the organization of interaction;
- provide advice on organizing connection to the Trembita system of electronic interaction of state information resources or organizing interaction in any other way in accordance with the requirements of Ukrainian legislation;
- support the signing of agreements / protocols of cooperation;
- provide organizational support for the creation and implementation of interactions between the Ministry of Infrastructure’s website and state electronic information resources of other state bodies;
- solve problems that arise in the communication of the Ministry of Infrastructure employees, specialists from other government agencies and developers when creating interoperability.
Desired skills and work experience:
- work as a project manager or as a specialist of a structural unit of a central executive body responsible for organizing the interaction of state information resources (at least one year);
- higher education;
- understanding of the principles of operation of the system of electronic interaction of state information resources (experience in deploying system components is desirable);
- ability to work in MS Project, Jira, Confluence systems;
- ability to analyze information received from all parties to predict the timing of the introduction of interactions, identify and overcome obstacles to the creation of interaction;
- knowledge of urban planning legislation and the interaction of state information resources is desirable;
- experience as a business analyst will be an advantage.
