Competition for the position of a System Analyst to support the Unified Judicial Information and Communication System project

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (hereinafter – DTA), together with the State Judicial Administration of Ukraine, announces a competition for the position of a System Analyst to support the Unified Judicial Information and Communication System (hereinafter – UJICS) project.

Objective: Since 2018, Ukraine has had a Unified Judicial Information and Communication System that provides access to court proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The UJICS system allows courts, other bodies and institutions in the justice system, and participants in the judicial process to exchange documents and data in electronic form. It ensures the availability of information on court decisions, cases and proceedings, and enables litigants to participate in court hearings online via real-time videoconferencing. In this way, the UJICS promotes transparency and efficiency of the judiciary. A functional audit of the Unified Judicial Information and Telecommunication System (UJITS) is currently underway, which requires the development of new modules and updating the concept of the UJITS, as well as modernization of new subsystems.

Start date: July 2024.

Term of employment: is until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.

Scope of work and responsibilities of the expert:

  • participate in projects to automate business processes in public sector institutions;
  • collect, analyze requirements and model document flow and other business processes;
  • develop technical design solutions for business process automation and define tasks for development;
  • prepare technical documentation;
  • advise business users on the functionality of systems and business processes and respond to their queries;
  • use Scrum/Kanban approaches and methodologies;
  • participate in the planning and organization of work within the SDLC process;
  • ensure effective communication with project stakeholders;
  • test the software during acceptance;
  • maintain project documentation in Confluence / Jira;
  • perform other tasks as required.

Qualification requirements for the expert:

  • experience in business process modeling (BPMN);
  • knowledge of the software life cycle within the SDLC process;
  • skills in writing technical specifications;
  • knowledge of REST, SOAP, SQL;
  • ability to work with CURL, SoapUI, Postman;
  • experience in designing REST, SOAP, and procedural interfaces;
  • basic knowledge of PHP, JavaScript (understand an example/quote from the code), ability to read application logs;
  • experience with version control systems (SVN or Git);
  • ability to structure elements of information systems and identify technologies and possible software solutions;
  • experience in writing terms of reference, requirements and specifications for IT projects.

Desired skills and work experience:

  • experience in dealing with high-load projects;
  • work experience in the specified specialty;
  • experience in projects to develop information systems for government agencies;
  • experience in developing technical specifications, project documentation, and business correspondence;
  • knowledge of business process modeling methodology (IDEF0, UML, BPMN 2.0);
  • knowledge of the basics of requirements and change management;
  • knowledge of the basics of relational database design;
  • advanced organizational skills and attention to detail;
  • knowledge of English at the level of reading specialized technical literature.
