Competition for the position of a local policy expert

International Charitable Organization East Europe Foundation within the framework of the Swiss-Ukrainian program “E-Governance for Accountability and Participation (EGAP)” announces a competitive selection for the position of a local policy expert.

The EGAP program, implemented by East Europe Foundation and Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and funded by the Swiss Agency for Development and Cooperation, aims to use the latest information and communication technologies to improve the quality of governance, enhance interaction between the government and citizens, and promote social innovation in Ukraine.

In cooperation with the pilot communities in Vinnytsia, Volyn, Dnipropetrovsk, Luhansk, Odesa, Sumy, Kherson, Khmelnytskyi, and Chernihiv regions, we plan to implement projects aimed at promoting community digitalization, including the development of local policies in the field of digitalization and local development.

  • Employment: full-time, without the possibility of part-time work
  • Work format: offline
  • Business trips: within the country

Responsibilities:

  • participation in the development of the updated methodology of the Digital Transformation Index of Communities and the Digital Transformation Index of Regions;
  • preparation of materials and reports for the Diia.digital community platform;
  • conducting an analysis of the digital development of communities and formulating relevant recommendations;
  • updating the template project of the informatization program at the local and regional levels;
  • coordinating the development of an informatization program and/or digital development strategy for pilot communities;
  • participation in the development of other local policies of the EGAP pilot communities.

Requirements for candidates:

  • understanding of digitalization legislation at the national level;
  • experience in developing informatization programs at the local and regional levels;
  • experience in developing other strategic documents in the field of digital transformation and local/regional development;
  • organizational skills and leadership;
  • understanding of the situation in the regions, experience in interacting with representatives of local governments;
  • fluency in the Ukrainian language, literacy;
  • confident user of PCs and mobile devices;

Desired skills:

  • ability and desire to work in a team;
  • high level of communication skills and stress resistance;
  • ability to work with and systematize information.
  • attention to detail;
  • high level of self-organization;
  • ability to work effectively in multitasking mode and adapt to changes;
  • moderation and diligence in fulfilling the tasks assigned;
