East Europe Foundation, within the framework of the Supporting Digital Transformation Project by USAID/UK Dev, is thrilled to announce a vacancy for a Technical Support Group Specialist at the Diia.Engine Competence Center.
The Competence Center team is committed to managing the technical elements of our solutions and component base. They provide rapid and effective support to registries on Diia.Engine and the developer community, thereby promoting transparency, accessibility, and efficiency of government services for citizens. The team is enriched with the product developer’s experience and knowledge, and they are dedicated to the productive use and enhancement of the Platform. They train, certify, advise registry developers and administrators, CEAs, and the general community, and facilitate knowledge transfer between them. The Center provides a framework for the work of digitalization and digital transformation teams, improving the quality of digital services and registries, improving the knowledge and skills of administrators from government agencies, and reducing corruption risks.
Duration of Engagement: Until the end of 2024 with possible extension.
Key Tasks and Responsibilities:
- Provide support to L2 registry development teams for complex issues requiring in-depth knowledge of the technology and solutions used in the Platform, and experience of interaction with it.
- Assist teams in training, especially when creating the first registry.
- Advise CEAs, helping them formulate tasks for the development and reengineering of registers and requirements.
- Support CEAs in implementing the developed registers.
- Facilitate knowledge transfer from the Platform developer by forming a relevant knowledge base and accumulating experience in its use.
- Guide the development of the Platform – based on personal and team experience with the developed registries, prioritize goals and improve its operation, maintain lists of necessary improvements to expand functionality and prioritize the correction of identified inconveniences and inconsistencies.
- Counsel registry development teams to help them find the most effective solutions to applied problems when building registries, and provide advice on reengineering.
- Assist administrators in setting up and operating registries.
- Prepare presentation, analytical, and methodological materials.
- Organize and conduct meetings with stakeholders.
- Train registry developers and administrators – update methodologies and plans, comprehensive tasks for individual verification.
Desired Skills and Work Experience:
- Higher education.
- At least 3 years of experience in IT.
- At least 3 years of experience in database, system and/or development administration.
- Experience in developing, launching, and supporting projects of various levels of complexity.
- Intermediate or higher level of English.
- Experience in analytical research.
