East Europe Foundation, as part of the “E-Governance for Accountability and Participation Program EGAP” Swiss-Ukrainian program, announces a call for the position of a Local Government Expert on Digital Development.
We are looking for an experienced person to join the friendly team of the Regional Coordination Office who knows the “inner work” of local governments, will become a reliable assistant and mentor for the heads of pilot communities, and will coordinate community development processes through the introduction of digital tools, creating success stories and examples of exemplary local government performance.

Responsibilities:
- study of the practice of using e-government tools and identifying community needs;
- design of automation algorithms of local governments activities;
- expert support for pilot communities in the process of implementing of e-governance tools;
- planning and implementing of pilot projects in communities;
- development of motivational materials and analytical reports for local governments;
- search, description and dissemination of success stories of digital transformation of communities;
- cooperation with the Ministry of Digital Transformation in the development of regional digitalization, calculation and improvement of the structure of the Digital Transformation Index, content development for the Diia Digital Community platform, and implementation of other projects;
- planning of training and motivational events, study visits, and other activities for community leaders.

Required qualifications, experience, and competencies:
- higher education at least the second level (master’s or specialist’s degree);
- fluency in the Ukrainian language;
- at least 3 years of experience in senior positions in local governments, regional state administrations or regional development agencies;
- experience in e-governance tools implementation;
- confident use of PC and MS Office (including MS Teams, Word, Excel, PowerPoint and Outlook), confident use of Google Docs tools;
- English language proficiency at least at B1 (intermediate) level will be a significant advantage.
