Competition for the position of a geographic information systems implementation expert

Within the E-governance for Accountability and Participation (EGAP) program, the East Europe Foundation announces a competition for the position of a project manager – geographic information systems (GIS) implementation expert.

In cooperation with the pilot communities in Vinnytsia, Volyn, Dnipro, Luhansk, Odesa, and Chernihiv oblasts, a pilot project is planned to implement, together with local governments, geographic information systems to improve resource management, accessibility of public services, openness and accountability of local authorities.

The main tasks of the manager include (but are not limited to):

  • full support of GIS implementation in 5 pilot communities;
  • organising tenders to select contractors;
  • providing training, mentoring, and interaction with local government representatives responsible for adding content and maintaining the GIS in an up-to-date state;
  • supporting the development of individual GIS work plans for the following periods.

The estimated duration of the project is 5 months. The manager’s work should result in the GIS being implemented in the selected local governments and the presence of conditions necessary for its further use and maintenance.

Requirements for candidates:

  • experience in resource management,
  • experience of interaction with local governments,
  • practical experience in the implementation, maintenance, and/or administration of geographic information systems,
  • understanding of the features of various GIS platforms available on the market,
  • higher education in architecture and construction will be an advantage.
