East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (DTA), announces a competition for the position of an expert on the reform of the State Service of Ukraine on Food Safety and Consumer Protection (Veterinary and Safety).
The goal of the project is to expand Ukraine’s digital capabilities to ensure sustainable economic recovery, transparent reconstruction, and good governance during the martial law regime and the postwar period. In cooperation with the State Service of Ukraine on Food Safety and Consumer Protection, it is planned to: analyze the procedure(s) for the provision of services and the possibility of creating electronic interactions with electronic resources of other state bodies and foreign states or international organizations; develop concepts (proposals) for optimizing the procedure for the provision of services; explore the benefits of optimizing the procedure for the provision of services for both their recipients and the state; develop proposals for draft regulations on optimizing the procedure for the provision of services and electronic interaction with state etc.
Start date: June-July 2024.
Employment: part-time.
Work format: mixed (online/offline).
Main responsibilities:
- study the existing business processes for the provision of public services in the field of veterinary medicine and safety;
- develop proposals for optimized models and improve business processes for the provision of veterinary and safety services;
- provide proposals for improving veterinary and safety legislation, including the digitalization of relevant services;
- participate in the development of technical requirements for relevant information and communication systems and registers;
- provide expert support to project specialists in the development of draft laws, bylaws, including governmental acts, and technical requirements for the information and communication system;
- participate in the modeling of interfaces of information and communication systems in the field of food safety and consumer protection (veterinary and safety);
- develop training materials, instructions and manuals for professionals in the field of food safety and consumer protection (veterinary and safety);
- hold meetings with stakeholders to ensure that tasks are performed within the scope of competence;
- prepare information and analytical materials, including for events, reports, and presentations;
- participate in communication with the teams of partners and project beneficiaries;
- participate in working groups, meetings and seminars;
- perform other tasks assigned by the direct supervisor.
These responsibilities and tasks represent the nature and level of the work assigned and are not necessarily final.
Requirements for the candidate:
- higher education in law, finance, economics or a related field;
- at least 10 years of total work experience;
- understanding of the processes of providing administrative services in the field of food safety and consumer protection, in particular, veterinary and safety;
- fluency in the Ukrainian language;
- strong analytical skills;
- understanding of the political context and public administration reform;
- an adequate level of communication skills to ensure cooperation with partners and representatives of business communities in the sector;
- experience in cooperation with businesses in the field of food safety and consumer protection, in particular, veterinary and safety.
