East Europe Foundation, within the framework of the USAID/UK Aid Transparency and Accountability in Public Administration and Services (TAPAS) project, announces a competition for the position of an expert for the Open Data Academy project — open data training for specialists working in the field of digital transformation in local governments.

Expected Work Duration: November 2023-March 2024.

As part of the cooperation between the Ministry of Digital Transformation and a number of CBAs, it is planned to implement a series of open data training sessions for specialists working in the field of digital transformation in local self-government bodies – representatives of local self-government bodies in the regions of Ukraine (Lviv, Zakarpattia, Vinnytsia, Kirovohrad oblasts*)

*regions may change

Tasks and responsibilities:

• Planning the topics and developing the content of trainings in accordance with the overall project concept in cooperation with the Customer.
• Preparation of training materials (texts of reports, presentations, interactive elements) for Advanced level trainings and their coordination with the Customer.
• Conducting training activities at Advanced events and engaging as an additional expert at Basic events.

Requirements:

• At least two years of analytical and practical experience with open data.
• Experience in quantitative and qualitative data analysis.
• Understanding of technical specifications of database optimization.
• Experience in successfully conducting trainings on the topics above.
• Experience of cooperation with government agencies, NGOs and international donor projects will be an advantage.
• Knowledge of graphic editing software is desirable.
• Bachelor’s degree in information systems or related field.
