Competition for the position of Customs Legislation and Customs Procedures Expert

East Europe Foundation, within the framework of the USAID/UK aid Transparency and Accountability in Public Administration and Services project (TAPAS), is announcing a competition for the position of a Customs Legislation and Customs Procedures Expert to work on a large-scale national project in the customs field.

We are looking for a team member to fulfill an important role in the implementation of a new project. A specialist with extensive experience in drafting regulations in the customs field and knowledge of customs procedures.

Key responsibilities and objectives:

  • Participation in drafting of amendments to the Customs Code, other legislative acts necessary for the project implementation.
  • Participation in the development of by-laws, in particular the acts of the Government on the implementation of bills referred to in paragraph 1.
  • Participation in the development of Technical Requirements for the creation of information and communication system for the implementation of regulations referred to in para. 1–2.
  • Participation in the analysis of existing customs clearance business processes.
  • Providing expert support to project specialists during the development of draft laws, by-laws, in particular Government acts, technical requirements for the information and communication system.

Requirements for the candidate:

  • At least five years of experience in the customs field (consulting, management, drafting of regulations, etc.).

Skills and competencies:

  • Understanding of the political context and the process of customs reform in Ukraine.
  • Clear understanding of the processes and relationships of all participants in the customs clearance process.
  • Experience in communicating with the government agencies.
  • Knowledge of the legal framework governing the customs field.
  • Strong analytical skills.
