Competition for the position of Business Analyst for the reform of the State Service of Ukraine on Food Safety and Consumer Protection

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (DTA), announces a competition for a Business Analyst for the reform of the State Service of Ukraine on Food Safety and Consumer Protection.

The goal of the project is to expand Ukraine’s digital capabilities to ensure sustainable economic recovery, transparent reconstruction, and good governance during the martial law regime and the postwar period. In cooperation with the State Service of Ukraine on Food Safety and Consumer Protection, it is planned to: analyze the procedure(s) for the provision of services and the possibility of creating electronic interactions with electronic resources of other state bodies and foreign states or international organizations; develop concepts (proposals) for optimizing the procedure for the provision of services; explore the benefits of optimizing the procedure for the provision of services for both their recipients and the state; develop proposals for draft regulations on optimizing the procedure for the provision of services and electronic interaction with state etc.

Start date: June-July 2024.

Employment: full-time.

Work format: mixed (offline with the ability to combine online work). Preference is given to candidates who can work in the city of Kyiv.

Main responsibilities:

  • study, describe current and develop new business processes within the framework of food safety and consumer protection reforms;
  • analyze statistical and other data entered into the database of information and communication systems and registers in the field of food safety and consumer protection to help build optimal business processes;
  • build dashboards of typical and atypical errors when entering data into information and communication systems and registers in the field of food safety and consumer protection, participate in testing systems;
  • create dashboards using analytics;
  • communicate with the development team and stakeholders;
  • prepare technical documentation or participate in its preparation;
  • develop tender documentation or participate in its development;
  • prepare project documentation, including technical requirements, tasks, and specifications;
  • assist developers in deploying the prototype, testing it, and making changes as needed;
  • prepare business processes for the development and implementation of digital services in the field of food safety and consumer protection on the Diia portal;
  • monitor the quality of contractors’ work, accept work and conduct user tests, optimize the developed solutions based on the results of the launch, and ensure that they meet the expectations of beneficiaries;
  • check the documentation for acceptance of the software on the balance sheet by the state authorities;
  • regularly prepare information reports and presentation materials;
  • model interfaces and interactive forms;
  • develop user stories and other artifacts to describe the behavior of systems and interactions, provide clarity for developers and project participants;
  • maintain project backlogs;
  • perform other tasks assigned by the direct supervisor.

These responsibilities and tasks represent the nature and level of the work assigned and are not necessarily final.

Requirements for the candidate:

  • more than two (2) years of experience in business process analytics;
  • understanding of software design and development, formulation of high-level technical requirements for a software product;
  • ability to structure elements of information systems and identify technologies and possible software solutions;
  • experience in writing terms of reference, requirements and specifications for IT projects;
  • experience in preparing analytics and presentations based on analytical data;
  • experience in developing electronic services for the public and business, understanding of interoperability, data protection, cybersecurity, etc;
  • knowledge of BPMN 2.0 and UML notations.

Desired skills and work experience:

  • more than two (2) years of experience with Jira, Confluence, etc;
  • experience in using interface modeling products (Axure, Figma, etc.);
  • experience in business process modeling (Cawemo, etc.);
  • experience in communications with government agencies (clarifying requirements, making presentations);
  • experience in developing state information and communication systems and registries will be an advantage;
  • knowledge of English will be an advantage;
  • knowledge of legislation in the field of administrative services will be an advantage.
