Competition for the position of Business Analyst for the project Car Customs Clearance in Diia

East Europe Foundation, within the framework of the USAID/UK Dev project “Digital Transformation Activity” (DTA), together with the Ministry of Digital Transformation of Ukraine, announces a competition for the position of Business Analyst to implement the project of customs declaration of passenger cars through the Unified State Web Portal of Electronic Services (Customs Clearance in Diia). It will allow customs declarants to clear cars in Diia, which should simplify the process and make it more transparent.

Start date: June 2024.

Term of engagement: until the end of 2024 with a possible extension.

Work format: mixed (offline and online). 

Main responsibilities:

  • Study and analyze in detail the existing business processes of customs clearance of vehicles.
  • Analyze the current legislation governing customs clearance of vehicles; and understand its mechanisms to ensure the implementation of the developed business processes.
  • Create optimized models and improve business processes for customs clearance of vehicles.
  • Formulate technical requirements for the creation and/or modernization of information systems required for project implementation.
  • Provide support and advice to developers of IT solutions required for project implementation. 
  • Model interfaces and concepts of interactive forms and information systems required for project implementation.
  • Hold meetings with stakeholders to clarify requirements for information systems.
  • Document the functionality of information systems, and develop technical requirements, tasks, and specifications.
  • Hold presentations and coordination meetings for stakeholders.

Requirements for the candidate:

  • Higher education.
  • Over three years of experience in business process analytics.
  • Understanding of software design and development, formulation of high-level requirements for a software product.
  • Ability to structure elements of information systems, and identify technologies and possible software solutions.
  • Experience in writing terms of reference, requirements, and specifications for IT projects.
  • Knowledge of BPMN 2.0 and UML notations.
  • Experience with Jira and Confluence.
  • Experience in using interface modeling products (Axure, Figma).
  • Experience in business process modeling (Cawemo).
  • Experience in communicating with government agencies (clarifying requirements, making presentations).
  • Knowledge of English will be an advantage.
  • Knowledge of customs legislation will be an advantage.
