East Europe Foundation, as part of the USAID/UK Dev Project “Supporting Digital Transformation”, is excited to announce an open competition for the position of Business Analyst for the Electronic Border Crossing Queue project.
In December 2022, the Ministry of Communities, Territories, and Infrastructure Development of Ukraine, in partnership with the State Service for Transport Safety, launched an innovative solution for border crossing – eQueue (Android https://bit.ly/3pBBDhD, iOS https://apple.co/41EZHxg). This electronic queue system was initially implemented at the Yahodyn-Dorohusk international border crossing point. The system has since expanded to cover 28 international border crossings with the EU and Moldova for trucks and buses. eQueue allows drivers to reserve a spot in the queue for border crossing and monitor the queue’s progress online. The system automatically notifies the driver of the estimated border crossing time. This innovation not only streamlines the queue but also eliminates the need for drivers to wait roadside for days, allowing them to arrive at the checkpoint at the specified time. This efficiency reduces cargo transportation costs and increases the transparency of border crossings. By minimizing human influence on queue formation, eCheck mitigates corruption risks and prevents potential abuses due to checkpoint congestion.
Duration of engagement: Until the end of 2024 with possible extension.
Work format: hybrid (offline and online). Preference will be given to candidates who can work in Kyiv.
Key Tasks and Responsibilities:
- Study, describe, and develop new business processes in the field of international transportation of passengers and cargo, movement of persons and goods across the state border of Ukraine, customs, and border control.
- Analyze the current legislation regulating international transportation of passengers and cargo, movement of persons and goods across the state border of Ukraine, customs, and border control.
- Collect analytical data to enhance the “Electronic Border Crossing Queue” system and expand its functionality.
- Conduct regular meetings with stakeholders (including government agencies, users, and businesses) to clarify the requirements for the Electronic Border Crossing Queue system.
- Develop optimized models and improved business processes for queuing in the electronic system.
- Model interfaces and interactive forms.
- Develop user stories.
- Maintain the project backlog.
- Prepare project documentation, including technical requirements, terms of reference, and specifications for finalizing the mobile application and the echerha.gov.ua website.
- Hold regular coordination meetings with stakeholders.
Candidate Requirements:
- Higher or incomplete higher education in IT, engineering, or related fields.
- More than two (2) years of experience in business process analytics.
- Experience in writing technical specifications, requirements, and specifications for IT products.
- Understanding of software design, development, and implementation.
- Ability to structure elements of information systems and identify possible software solutions.
- Knowledge of BPMN 2.0 and UML notations.
- Experience with Notion, Jira, and Confluence.
- Experience in using interface modeling products (Axure, Figma).
- Experience in business process modeling (Cawemo).
- Experience in communications with government agencies (clarifying requirements, making presentations).
Desired Skills and Work Experience:
- Excellent organizational skills and attention to detail.
- Experience in user and customer communication and interaction.
- Teamwork and communication skills.
- Aptitude for training novice users.
- Willingness to learn new technologies and products.
- Experience in implementing and using government software products will be a plus.
- Knowledge of English will be an advantage.
- Knowledge of legislation in the field of administrative services will be an advantage.
