Job Opportunity: Technical Support Business Analyst for Diia.Engine Competence Center

East Europe Foundation, within the framework of the Digital Transformation Activity, has announced a competition for the position of a Technical Support Business Analyst for Diia.Engine Competence Center.

The Competence Center team is committed to managing the technical elements of our solutions and component base. They provide rapid and effective support to registries on Diia.Engine and the developer community, thereby promoting transparency, accessibility, and efficiency of government services for citizens. The team is enriched with the product developer’s experience and knowledge, and they are dedicated to the productive use and enhancement of the Platform. They train, certify, advise registry developers and administrators, CEAs, and the general community, and facilitate knowledge exchange between them. The Center provides a framework for the work of digitalization and digital transformation teams, improving the quality of digital services and registries, improving the knowledge and skills of administrators from government agencies, and reducing corruption risks.

Employment Term: is until the end of 2024 with a possible extension.

Main Tasks and Responsibilities:

  • Preliminary business analysis of customer registers: Selection of registers for development on the Platform.
  • Conducting interviews with customers: Formulating requirements for the development of registers.
  • Analysis of regulatory documents and reengineering of business processes in public services.
  • Formalization of requirements for development: Participation in writing Technical Requirements.
  • Support of development teams, including clarification of customer requirements.
  • Supporting the central executive authorities in managing the development along with the regulatory component (assisting in communication with the registry development team, forming effective processes between the central executive authorities and the developer, advising on regulatory support).
  • Advising central executive authorities that plan to order development: Helping central executive authorities formulate requirements and tasks for the development and reengineering of registers (especially in the absence of regulatory documents).
  • Support of the community of Platform users: Developers, representatives of central executive authorities (customers), registry administrators.
  • Negotiations with Customers (Ministries and other central executive bodies): Consultations on the possibility of developing on the Platform.
  • Preparation of presentation analytical and methodological materials.
  • Organizing and participating in meetings and events with stakeholders.
  • Presentation of the systems and registries developed on the Platform to potential customers and donors.
  • Preparation of analytical and presentation materials.

Desired Skills and Work Experience:

  • Higher education.
  • At least three years of experience in IT in various positions.
  • Experience in developing, launching, and maintaining projects of varying complexity.
  • Experience and skills in conducting interviews.
  • Experience in analytical research.
  • Ability to create technical documentation.
  • Understanding of BPMN and ability to work with this system.
  • Skills in creating use-cases and user stories.
  • Preferably experience in government agencies.
  • Experience of cooperation with international charitable organizations and foundations is desirable.
  • Intermediate or higher level of English.
