Competition for a Business Analyst to support the Unified Judicial Information and Communication System project

East Europe Foundation, within the framework of the Digital Transformation Activity USAID/UK Dev project (hereinafter – DTA), together with the State Judicial Administration of Ukraine, announces a competition for a Business Analyst to support the Unified Judicial Information and Communication System (hereinafter – UJICS) project.

Objective: since 2018, Ukraine has had a Unified Judicial Information and Communication System that provides access to court proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The UJICS system allows courts, other bodies and institutions in the justice system, and litigants in the judicial process to exchange documents and data in electronic form. It provides access to information on court decisions, cases and proceedings, and enables litigants to participate in court hearings online via real-time videoconferencing. In this way, the UJICS promotes transparency and efficiency of the judiciary. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and updating the concept of the UJICS, as well as the modernization of new subsystems.

Start date: June – July 2024.

Term of the employment: until the end of 2024 with a possible extension.

Work format: mixed (offline and online). Preference is given to candidates who can work in the city of Kyiv.

Scope of work and responsibilities of the expert:

  • to study and describe current and develop new business processes in the field of judicial proceedings;
  • analyze the current legislation governing legal proceedings and the activities of courts;
  • collect analytical data to improve the UJICS modules;
  • hold regular meetings with stakeholders (including government officials, users, and businesses) to clarify and document requirements for the UJICS;
  • model interfaces and interactive forms;
  • develop user stories;
  • provide backlog support for the project;
  • prepare project documentation, including technical requirements and tasks, specifications for finalizing the modules and applications of the UJICS;
  • create user manuals and instructions, and conduct training;
  • hold regular meetings with stakeholders and users of the system.

Qualification requirements:

  • higher or incomplete higher education in law or IT/engineering with relevant experience in describing business processes;
  • at least 2 years of experience in business process analytics;
  • experience in writing technical specifications, requirements and specifications for IT products;
  • understanding of the software design and development process and its implementation;
  • ability to structure elements of information systems and identify possible software solutions;
  • knowledge of BPMN 2.0 and UML notations;
  • experience with Notion, Jira, and Confluence;
  • experience in using interface modeling products (Axure, Figma);
  • experience in communicating with government agencies (clarifying requirements, making presentations).

Desired skills and work experience:

  • developed organizational skills and attention to detail;
  • experience of communication and interaction with users, customers, and stakeholders;
  • communication skills and ability to work in a team;
  • ability to train untrained users;
  • desire to learn new technologies and products;
  • experience in implementing and using government software products will be a plus;
  • knowledge of English will be an advantage;
  • knowledge of the legislation governing legal proceedings and the activities of courts.
