Call for Applications for a Post of Business Analyst to Develop Technical Requirements to Create Web Portal for Local Government

East Europe Foundation, within the framework of the USAID/UK Aid Project Transparency and Accountability in Public Administration and Services (TAPAS), announces a competition for a post of Business Analyst to develop technical requirements to create a web portal for local government.

The Ministry of Communities, Territories and Infrastructure Development of Ukraine (hereinafter referred to as the Ministry of Reconstruction) is currently developing an information system that will be instrumental in supporting and strengthening the local government reform and territorial organization of power. This information system’s primary objective is to ensure effective interaction between local governments (LGs) on recovery and reconstruction planning; preparation and implementation of infrastructure projects; and, comprehensive reforms.

One of the system’s integral components will be a web portal of local government (hereinafter referred to as the web portal), which will be the main point of interaction between the Ministry of Reconstruction, LGs, NGOs, international partners and citizens.

The result of the business analyst’s work will be to produce technical requirements on a local government web portal development.

Responsibilities:

  • Conduct regular meetings and consultations with the Ministry of Reconstruction, LGs and other stakeholders to collect requirements for the web portal creation.
  • Review the laws regulating the reform of local self-government and public services that are provided by the Ministry of Reconstruction to citizens and business.
  • Examine business processes that currently constitute the core of interaction of the Ministry of Reconstruction with local authorities and other stakeholders.
  • Identify the main users, their business needs, and the problems that the web portal should solve.
  • Describe all functionality and features that should be available on the web portal, including data management, user registration, navigation, search, etc.
  • Specify the requirements for data protection, user authentication, protection against attacks and other potential threats.
  • Describe the need and capabilities for integration with other systems or data sources.
  • Specify the requirements for scaling up the system when the number of its users will grow.
  • Describe the basic design requirements for the design of the web portal and user interface, as well as the requirements for support and maintenance of the web portal after implementation.
  • Based on the work done, prepare the document “Technical Requirements for the Development of a Local Government Web Portal”.

Desired Skills and Competencies:

  • Experience in using interface modeling products (Axure, Figma).
  • Experience in business process modeling.
  • Experience in communication with government agencies (clarifying requirements, making presentations).
  • Experience in developing web portals.
  • Knowledge of English will be an advantage.
  • Knowledge of legislation in the field of local government reforms will be an advantage.
