Competition for the position of Business Analyst for the development and implementation of an online platform for managing the lease of state property

East Europe Foundation, within the framework of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project, announces a competition for a Business Analyst to join the digital team to support the State Property Fund of Ukraine (SPFU ) in developing and implementing an online platform for managing state property leases.

Term of engagement: four months, with the possibility of remote work.

Main tasks:

  • Collaborate with project participants to collect, document, and prioritize system requirements for various project components.
  • Analyze and evaluate the current system architecture, identifying areas for improvement and alignment with project goals.
  • Conduct data analysis and modeling to ensure data flow and structures are maintained to meet project goals and reporting requirements.
  • Analyze system integration points, ensuring seamless data exchange between different components and systems.
  • Evaluate potential/preliminary system solutions and make recommendations based on cost-benefit analysis, feasibility studies, and alignment with project objectives.
  • Develop use cases, user stories, and other artifacts to describe system behavior and interactions, providing clarity for developers and project participants.
  • Create comprehensive documentation, including system requirements documents, UML diagrams of various types (ERD, State-machine diagram, Activity Flow), and technical specifications to facilitate project understanding and implementation.
  • Collaborate with quality assurance teams to ensure that system changes meet requirements and maintain high quality.
  • Assist with change management activities by assessing the impact of proposed changes on systems, processes and stakeholders, and assist with communication and training activities.

Requirements for the candidate:

  • At least three years of experience as a business analyst in the implementation of information systems.
  • Knowledge of BPMN 2.0 and UML notations.
  • Understanding and experience with APIs and web services.
  • High level of communication skills to communicate with different stakeholders and the ability to explain technical concepts to users in simple language.
  • Experience in systems development in the field of lease relations will be an advantage.
  • Understanding of IT development project management using Waterfall and Agile methodologies.
  • Deep understanding of the SDLC.
  • Understanding of the software design and development process, formulation of high-level and detailed technical requirements for a software product.
  • Fluency in Ukrainian and English (Intermediate, B1).
  • Ability to work in a team.
  • Excellent planning and time management skills.

Skills and competencies: 

  • Experience with Jira (or Redmine) and Confluence (or equivalent).
  • Experience in projects of software development of electronic services for the public and/or business.
