East Europe Foundation, within the framework of the USAID/UK Dev project Digital Transformation Activity (hereinafter – DTA), together with the Ministry for Communities, Territories and Infrastructure of Ukraine, announces a competition for the position of Business Analyst for the Unified State Electronic System in the Construction Sector project.

Start date: June 2024.

Term of involvement: until the end of 2024.

Work format: mixed (offline and online).

Main tasks and responsibilities:

• analyze laws and regulations to collect requirements for the revision of the Unified State Electronic System in the Construction Sector (hereinafter referred to as the USESCS) and the Unified State Web Portal of Electronic Services (hereinafter referred to as the Diia portal);
• model business processes that should be implemented in the USESCS to comply with the requirements of the current legislation;
• model business processes for the provision of construction services on the Diia portal (including using the Diia mobile application);
• to model mockups of interfaces and concepts of interactive forms of the USESCS;
• coordinate the documentation with the Head of E-construction of the DTA project, the holder and the technical administrator of the System;
• collect and document the requirements of system users, the custodian, and the technical administrator to the USESCS;
• prepare technical requirements for the modernization of the USESCS and construction services on the Diia portal to introduce new processes/services or improve existing functionality;
• prepare analytical reports and presentations;
• collect and analyze statistical data.

Desired skills and work experience:

• experience as a business analyst (at least one year);
• higher education;
• experience with government systems will be an advantage;
• knowledge of BPMN and UML notations;
• knowledge of specialized software for modeling business processes (Camunda, Bizagi Modeler, Visio or similar);
• understanding of SDLC, experience of interaction with the IT product development team.
