Within the framework of the Swiss-Ukrainian Program “E-Governance for Accountability and Participation” (EGAP), East Europe Foundation is announcinga competition for the position of a Business Analyst for Digital Transformation Initiatives, which will work in close cooperation with the Ministry of Social Policy of Ukraine.
The EGAP program, funded by the Swiss Agency for Development and Cooperation and implemented by East Europe Foundation and Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine, aims to use the latest information and communication technologies to improve the quality of governance, enhance interaction between the government and citizens, and promote social innovation in Ukraine.
The Electronic Services component of the EGAP Program is responsible for the digitalization of public services, including the analysis and preparation of amendments to the regulatory framework, optimization of business processes for the providing of services, elaboration of technical requirements for software, organization of computer system development, testing, implementation and support of the created e-services.
Required tasks:
- analyze available information resources, registers and other data sources;
- analyze and map business processes in the context of reengineering the processes for issuing permits and/or certificates, the emergence of rights to social support and the transition to digital display instead of paper documents. Create a list of key business processes and user stories, including visualization of processes in BPMN diagrams;
- oversee meetings, interviews, surveys with customers, users and experts, associations representing the interests of relevant categories of the population, and representatives of stakeholders to collect requirements for the model;
- create a list of integrations with a list of data to be received/transmitted;
- to formulate and describe, implementing process flowcharts, the use of a data display model instead of paper documents to verify, confirm, and execute the right to social support and services from business;
- develop a plan for the technical implementation of the project;
- assess upcoming stages and needs for project implementation;
- provide expert support to enable the facilitation of new services online through the Diia portal and the use of digital e-display in the Diia App, including the development of specific tools as needed. Support the launch of online services on the Diia portal, development of specific tools that support the reform, including the implementation of IT solutions:
- – collecting and analyzing criteria with the involvement of stakeholders relying on various methods (interviews with stakeholders, questionnaires, etc.) to develop business and technical requirements;
- – сoordination and consultations with key stakeholders (central executive authorities, including ministries and agencies) participating in the reform;
- – development of technical requirements and specifications for the modernization of the Portal and the Diia application to implement new services of the Ministry of Social Policy;
- to document the functionality of the information system/services, develop technical requirements, tasks and specifications;
- modeling interfaces and concepts of interactive forms;
- support other operational tasks of the project team, including support for infrastructure changes to launch online services in the Unified Social Sector Information System and on the Diia portal, and service reengineering;
- coordinate work with the project team that will develop a new design solution;
- provide support to developers;
- hold regular meetings with stakeholders to clarify information system/service requirements and make presentations regularly to demonstrate completed project milestones;
- studying and understanding the legislation governing the provision of public services;
- incorporating and adhering to the GBA+ and sustainable development principles in the results of operations, as well as in meetings and consultations with the Ministry of Social Policy and other stakeholders.
Qualification requirements for a specialist:
- more than three (3) years of experience in business process analytics;
- understanding of the software design and development process, formulation of high-level technical requirements for a software product;
- ability to structure elements of information systems and identify technologies and possible software solutions;
- experience in writing technical specifications, requirements and specifications for IT projects;
- knowledge of BPMN 2.0 and UML notations.
Desired skills and work experience:
- more than two (2) years of experience with Jira and Confluence;
- experience in using interface modeling products (Axure, Figma) is required;
- experience in business process modeling (Camunda Modeler, Drawio);
- experience in communications with government agencies (clarifying requirements, making presentations);
- knowledge of English will be an advantage;
- knowledge of legislation in the field of administrative services in general and in the field of social protection will be an advantage.
