Contest for the position of Legal Specialist for Legislative Drafting in Collaboration with the Ministry of Social Policy of Ukraine

East Europe Foundation, within the framework of the Swiss-Ukrainian EGAP Program (E-Governance for Accountability and Participation), is announcing a contest for the position of Legal Specialist for Legislative Drafting to support digital transformation initiatives. The chosen candidate will work closely with the Ministry of Social Policy of Ukraine.

The EGAP Program, funded by the Swiss Agency for Development and Cooperation and implemented by East Europe Foundation and Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine, aims to utilize advanced information and communication technologies to improve governance quality, enhance government-citizen interaction, and promote social innovations in Ukraine.

Under the “Electronic Services” component of the EGAP Program, efforts are being made to digitize public services. This includes analyzing and preparing legislative amendments, optimizing service delivery business processes, developing technical requirements for software, organizing the development of IT systems, and testing, implementing, and maintaining the newly created e-services.

Task Responsibilities:

  • Analyze legislative and regulatory acts governing the provision of administrative, public, and other social services, as well as regulations related to social benefits, assistance, and granting of relevant statuses to citizens or other persons.
  • Coordinate with the project team responsible for developing technical requirements and implementing project solutions.
  • Provide legal consultations and analysis when developing technical requirements and project solutions (e.g., business process logic, database structure) to support the reengineering of administrative, public, and other social services in the social sector, including providing those services into their digital format.
  • Consult on legal issues related to the development and implementation of digital services connected to the functioning of the Unified Information System of the Social Sphere (UISS) and the project ecosystem on the Diia Portal, as well as the integration of the system with other information and communication systems.
  • Facilitate the drafting, refinement, and support of legislative and regulatory acts related to reengineering administrative, public, and other social services in the social sector.
  • Provide proposals for draft acts prepared by central executive bodies concerning administrative, public, and other social services in the social sector.
  • Organize collaboration with the Ministry of Social Policy of Ukraine, the Ministry of Digital Transformation of Ukraine, and other stakeholders regarding the review or amendment of legislation or regulatory acts.
  • Ensure the inclusion and adherence to GBA+ (Gender-based Analysis Plus) principles and sustainable environmental development in project outcomes and during consultations with the Ministry of Social Policy and other state stakeholders.

Qualification Requirements:

  • Master’s (or Specialist) degree in Law.
  • In-depth comprehension of legislation in the field of social policy and administrative service provision in the social sector.
  • Proven experience in achieving tangible results in drafting legislative acts, strategies, and action plans at the national and/or regional levels and providing expert consultations to central and regional government bodies.

Preference will be given to candidates who can work offline.
