Call for applications for the position of Civic Outreach Advisor

East Europe Foundation announces a competition for the position of Civic Outreach Advisor.

Project Background

The USAID and UK Dev Promoting Integrity in Public Sector Activity (Pro-Integrity), will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Objective 1: Strengthening national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
  • Objective 2: Strengthening anti-corruption compliance and control in local governance.
  • Objective 3: Advancing transparency and accountability in resilience, recovery, and reconstruction efforts.

Under the second objective, twenty Hromadas will be selected for the first year and up to eighty during the Pro-Integrity’s five-year lifespan.

Position Description

The Civic Outreach Advisor will develop the strategies and implement initiatives to engage with national, regional, and local civil society organizations and initiative groups to promote anti-corruption measures, transparency, oversight, and citizen participation in local governance.

This position reports to the Team Leader of Objective 2.

Responsibilities:

  • Develop and implement strategies to engage local civil society organizations and initiative groups in anti-corruption activities.
  • Work closely with Local Integrity Manager on advising, designing and implementing of the integrity improvement plans from civic outreach perspective by including the appropriate civic outreach mechanisms in implementation of the plan.
  • Work closely with Gender Advisor to ensure that the local integrity plans are relevantly reaches out to various groups such as women, veterans, youth and others.
  • Design and implement grant programs to promote civic oversight of local government activities.
  • Work with potential grantees and CSOs to co-create project concepts, monitor the quality of the project implementation and build capacity of grantees in technical areas..
  • Work across departments of Pro-Integrity to ensure implementation of the grants programs including grants management, monitoring and evaluation, regional offices and other component teams.
  • Implement innovative ideas to stimulate regional civic activism.
  • Design and implement capacity building programs to strengthen local civic activists and investigative journalists’ capacities in monitoring local government activities.
  • Foster partnerships between civil society and local authorities to improve integrity, minimize corruption risks, and introduce best integrity practices.
  • In close partnership with the Regional Manager, coordinate work of regional staff of the Program in terms of interaction with local civil society actors and local governments civic outreach activities.
  • Coordinate with other international development projects and initiatives.
  • Perform other tasks assigned by the program management.

Candidate Requirements:

  • A minimum of a bachelor’s degree, preferably in a relevant field of study, such as business administration, finance, law, public administration, or public policy, is required.
  • A minimum of 5 years of experience in working with the civil society sector.Experience working with anti-corruption non-governmental actors is preferred.
  • Experience developing and implementing public outreach campaigns, organizing events, and facilitating stakeholder dialogue.
  • Experience working with international donor-funded development activities in Ukraine is preferred.
  • Communication skills, ability to work effectively with various stakeholders, analytical skills, and problem-solving abilities.
