Call for applications for the position of Digital Tools Advisor

East Europe Foundation announces a competition for the position of Digital Tools Advisor.

Project Background

The USAID and UK Dev Promoting Integrity in Public Sector Activity (Pro-Integrity) will concentrate on addressing three narrow development challenges within its manageable interest and influence to overcome corruption risks at the national institutional level, local government level, and related to Ukraine’s recovery and reconstruction. Specifically, these include:

  • Objective 1: Strengthening national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence.
  • Objective 2: Strengthening anti-corruption compliance and control in local governance.
  • Objective 3: Advancing transparency and accountability in resilience, recovery, and reconstruction efforts.

Under the second objective, twenty Hromadas will be selected for the first year and up to eighty during the Pro-Integrity’s five-year lifespan.

Position Description

The Digital Tools Advisor will identify and support developing and implementing digital solutions and tools to optimize local government internal business processes, enhance transparency, and foster civic engagement.

This position reports to the Team Leader of Objective 2.

Responsibilities:

  • Analyze existing national, regional, and local digital tools that promote increased transparency and accountability.
  • Work closely with the Local Integrity Manager on advising, designing and implementing the integrity improvement plans in terms of digital tools for transparency and accountability.
  • In close cooperation with Pro-Integrity’s CDTO, advise local government on developing, implementing, or optimizing existing IT tools to promote increased integrity.
  • Monitor and support all stages of implementing IT tools for local government, including site visits and close coordination with local government partners.
  • Ensure the effective use and maintenance of digital tools, conduct training and other informational events, and support relevant stakeholders.
  • Maintain communication with the regional leadership of the Program and stakeholders to assess the need for digital tools and ensure their alignment with local government goals.
  • Facilitate the creation and coordination of working groups, committees and discussion platforms to foster dialogue and cooperation on improving the integrity of local governance through IT solutions.
  • In close partnership with the Regional Manager, coordinate work of regional staff of the Program in terms of implementation of the digital tools in local governments.
  • Coordinate with other international development projects and initiatives.
  • Perform other tasks assigned by the Program management.

Candidate Requirements:

  • Bachelor’s or master’s degree in computer science, information technology, software engineering, or related fields.
  • Minimum of 3 years of experience in software development, project management, or digital innovation. Experience working with local or national governments implementing IT solutions is preferred.
  • Good project management skills.
  • Experience working with international donor-funded development activities in Ukraine is preferred.
  • Communication skills, ability to work effectively with various stakeholders, analytical skills, and problem-solving abilities.
