Competition for the position of Project Manager

Within the Swiss-Ukrainian E-Governance for Accountability and Participation Program (EGAP), East Europe Foundation announces a vacancy for the position of Project Manager.

We are looking for team members to build and develop new projects in partnership with the Ministry of Digital Transformation and other state bodies. Under the guidance of the Senior Program Manager, the Project Manager will be responsible for the full cycle of implementing a series of projects from the digital portfolio of East Europe Foundation.

Duties:

  • Participation in the strategic planning of the program, defining and combining stakeholder requests for the implementation of projects in the field of digital transformation for state bodies, conducting an analysis of existing resources and opportunities of stakeholders, analysis of the experience of implementing similar projects by other countries;
  • defining the content of specific digital transformation projects and software products necessary to achieve the goals of these projects;
  • analysis of the regulatory framework, defining directions for work, setting tasks for analysts and lawyers;
  • conducting meetings with stakeholders to clarify requirements for software products;
  • defining the data structure, objects, and algorithms for solving the set tasks;
  • participation in the formation of technical requirements, specifications for software product development, and procurement;
  • monitoring the quality of work of contractors, acceptance of work and conducting user tests, optimizing developed solutions based on launch results, ensuring their compliance with beneficiary expectations;
  • ensuring the achievement of project goals, monitoring their sustainability, results, and impact;
  • risk management for projects, defining strategies for working with risks and for appropriate responses in conjunction with management;
  • interaction with the communication team to create a cohesive perception of the product and its further appropriation among end-users;
  • coordination of training for specialists and users;
  • coordination of the work of other experts involved in the implementation of projects;
  • drawing up project plans, managing documentation, preparing reports, conducting presentations.

Professional Requirements:

  • higher education in the fields of Management, Business Administration, IT, or other relevant areas;
  • experience in project management, development of digital products and IT solutions of at least 3 years;
  • experience in managing the full cycle of digital product development: creating concepts, strategies, and roadmaps, setup and management of development teams, testing and integration, support and development of functionality;
  • experience in interacting with representatives of state institutions and the public sector;
  • advanced communication and presentation skills with the ability to effectively convey complex concepts to technical and non-technical stakeholders;
  • strong leadership skills with the ability to inspire and motivate cross-functional teams;
  • strong analytical skills with experience in data analysis, user research, and transforming insights into effective product strategies.
