Competition for IT Projects Manager Position

East Europe Foundation announces a competition for the position of IT Projects Manager for the implementation of the initiative in the sphere of development of the Platform of registers.

 Key responsibilities:

  • Formation of a competence center for the development of registers on the Platform (L1-L2 support center).
  • Setting up the work of the competence center for the development of registers on the Platform:
  1. Consultations and interaction with development teams on the Platform of registers and processing feedback from teams (5-10 development teams).
  2. Announcement of new versions of the platform (according to the releases, 2-4 releases).
  3. Aggregation of requests for new functionality and existing bugs from development teams (constantly throughout the year).
  4. Consultations of development teams at the onboarding stage of the training program (up to 5 teams).
  5. Consultations of teams at the stage of development of registers (data model, BP, forms, reports, etc. for up to 10 teams).
  6. Preparation of alternative temporary solutions for the preliminary solution of tasks in the absence of functionality in the Platform.
  7. Development and updating of the training program for developers of registers.
  8. Development of methodological materials for the implementation of projects on the Platform of registers.
  • Formation of a team of primary support for platform administrators (L1).

Qualification requirements:

  • Higher technical education.
  • At least 2 years of experience as a business analyst or database developer.
  • Deep understanding of the public electronic registry system in Ukraine.
  • General understanding of the software development process.
  • General understanding of web application development, preferably in the public sector.
  • Knowledge of e-democracy tools.
  • Proven experience in developing business processes and technical specifications, functional requirements/technical specifications.
  • Experience in coordinating with various stakeholders and finding balanced solutions.
  • Excellent analytical, organizational, and communication skills.
  • Fluency in Ukrainian and working knowledge of English.

Will be an advantage:

  • Experience in cooperation with the public sector for at least 2 years.
  • Experience in working with digital transformation projects for at least 1 year.
