Contest for the position of a Junior Project Manager to work in close cooperation with the Ministry of Social Policy of Ukraine

East Europe Foundation, within the framework of the Swiss-Ukrainian Program “E-Governance for Accountability and Participation” (EGAP), is announcing a contest for a Junior Project Manager for Digital Transformation Initiatives, which will work in close cooperation with the Ministry of Social Policy of Ukraine.

The EGAP program, funded by the Swiss Agency for Development and Cooperation and implemented by East Europe Foundation and Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine, aims to use the latest information and communication technologies to improve the quality of governance,facilitate interaction between the government and citizens, and promote social innovation in Ukraine.

The Electronic Services component of the EGAP Program is responsible for the digitalizationRequired of public services, including the analysis and preparation of amendments to the regulatory framework, optimization of business processes for service provision, elaboration of technical requirements for software, organization of work on the development of computer systems, testing, implementation and support of the created e-services.

Required tasks:

  • determine project development priorities, and approaches to project planning and implementation alongside with the project manager;
  • oversee projects in cooperation with the project manager:
    • – monitoring the project implementation and updating plans, reportingon each stage of the project;
    • – identify project risks, risk management strategies, and appropriate responses in a timely manner;
    • – determine the structure of data, objects, and algorithms to solve tasks;
  • hold regular meetings with stakeholders to clarify requirements for information systems/services;
  • coordinate the development of technical requirements for the search for software development contractors;
  • coordinate all stages of software development using Scrum/Kanban/XP approaches and methodologies, etc;
  • ensure that the program product meets the requirements and expectations of the beneficiary, as well as the goals of the project;
  • coordinate and track project deadlines;
  • manage the product acceptance process.

Qualification requirements:

  • at least 1 year of experience in project management;
  • comprehension and skills in IT development project management using Agile approaches such as Scrum, Kanban, Crystal, FDD, XP, etc;
  • ability to structure elements of information systems, identify technologies and possible software solutions, manage data, and formulate requirements for software products;
  • understanding of the software design and development process, formulation of high-level technical requirements for a software product;
  • experience in writing technical specifications, requirements and specifications for IT projects;
  • experience in functional testing of software;
  • fluency in the Ukrainian language.

Desired skills and work experience:

  • experience in developing electronic services for citizens and businesses, comprehension of such technologies as interoperable solutions, etc;
  • experience in business process modeling, knowledge of BPMN, UML, Use Cases;
  • experience in business education, organization of training and/or acceleration programs;
  • more than two (2) years of experience with Jira and Confluence;
  • experience working with government agencies (clarifying requirements, making presentations);
  • knowledge of legislation in the field of administrative services will be an advantage;
  • proficiency in the English will be an advantage.

Preference is given to candidates who can work offline.
