Competition for the position of monitoring and evaluation manager

Within the Swiss-Ukrainian E-Governance for Accountability and Participation Program (EGAP), East Europe Foundation announces a vacancy for the position of Monitoring and Evaluation Manager.

The Monitoring and Evaluation Manager will work on researching and accurately documenting information about the performance of the EGAP program.

Duties:

  • Developing a monitoring and evaluation plan for the Program and ensuring its implementation.
  • Implementing and managing the monitoring system for the Program.
  • Supporting the Program team in tracking, reviewing, and reporting overall progress in achieving planned outcomes.
  • Performing quality control of Program and project documentation related to monitoring and evaluation and assisting in Program reporting.
  • Ensuring the application of result-oriented management approaches.
  • Organizing and participating in monitoring tasks: surveys, focus groups, interviews.
  • Developing, verifying, and approving technical tasks for tender announcements related to monitoring and evaluation (external evaluation, citizen surveys).
  • Preparing data and participating in external evaluation processes related to the Program.
  • Ensuring and working on the development of the Program’s Knowledge Management System (KMS), promoting training and knowledge exchange.
  • Participating in the development of new Program tools, approaches, and methodologies.
  • Coaching and training colleagues on the topics of project development cycles, monitoring and evaluation, and result-oriented management.

Required Skills, Experience, and Knowledge:

  • Master’s degree or equivalent in Business Administration, Development Studies, or another relevant field.
  • At least three years of relevant experience in providing consultancy services in management; practical experience in designing, monitoring, and evaluating development projects.
  • Experience with quantitative and qualitative research methodologies, reporting, quality assessment of data, data analysis, presentations, launching and managing monitoring and evaluation systems.
  • Knowledge of monitoring and evaluation requirements from major donors (SDC, USAID, EU, GIZ, etc.).
  • Strong technical skills, ability to analyze and work with data using one or more statistical software packages. Knowledge of at least one of the following packages: SPSS, Epi-Info, Stata, MS Access.
  • Experience and knowledge of computers and office programs (MS Word, PowerPoint, Power BI, Excel, etc.).
  • Excellent communication, facilitation, writing, and presentation skills in both English and Ukrainian.
