Competition for the position of IT Advisor

As part of the Swiss-Ukrainian E-Governance for Accountability and Participation Program (EGAP), East Europe Foundation announces a vacancy for the position of IT Advisor.

We are seeking team members to build and develop new projects in partnership with the Ministry of Digital Transformation and other state institutions. The IT Advisor will be responsible for the design and creation of IT products within the digital projects portfolio of East Europe Foundation.

Responsibilities:

  • formulating technical requirements and specifications for software product development within defined projects;
  • determining the data structure, objects, and algorithms for solving the set tasks;
  • providing consultancy on product and technology issues, as well as assistance in making optimal decisions and selecting contractors;
  • monitoring the work and quality control of tasks during the development of software products;
  • accepting work results and conducting user tests, setting tasks for software product developers based on testing results;
  • ensuring that software products meet the requirements and expectations of beneficiaries and the objectives of the project;
  • consulting with stakeholders on the process of launching IT products;
  • assessing technical risks at all stages of project implementation;
  • conducting training for technical specialists.

Professional Requirements:

  • Higher technical education.
  • More than 3 years of experience in software development, IT engineering, and IT architecture.
  • Proven experience in developing and implementing new software products for automating work processes, data exchange, etc.
  • Knowledge of modern software design and development, their principles, and business requirements.
  • Ability to structure elements of information systems, define technologies and possible software solutions, manage data, and formulate requirements for software products.
  • Experience in writing technical tasks, requirements, and specifications for IT products.
  • Experience in business process modeling, knowledge of BPMN, UML, Use Cases.
  • Experience in functional testing of software.
  • Experience working with state institutions (clarifying requirements, conducting presentations).
