Digitization is an important component ensuring effective and democratic administration in Ukraine. Enhancing accessibility and quality of open data, and the use of digital technology in the battle on corruption, the DTA project promotes a culture of transparency and accountability. For this, the project supports the Diia ecosystem, in order to accelerate the implementation of novel digital services for citizens and businesses. Another goal is to improve digital awareness and responsibility, ensure equal access, and to promote citizen involvement in the process of the digital transformation.
East Europe Foundation is proposing to join the implementation of digital services in different governmental sectors, and is announcing a contest for the position of Administrative Specialist in the Procurement Department.
Employment begins: February 2025

Work format: Hybrid offline/online. Preference will be given to candidates that are able to work in Kyiv.
Work requirements:
- Assist procurement manager in the ordering and purchasing on digital platforms.
- Verification of compliance in received tender proposals, and documentation relating to the Foundation’s politics and donor organizations.
- Tracking deadlines and results of completed competitions.
- Documentary support of the procurement process in accordance with the requirements of policies and procedures of the Foundation and donor organizations (compilation of protocols, comparative tables, approval letters, etc.).
- Data entry into registries of tenders and experts.
- Upkeep of market research for goods and services.
- Compilation, translation, and adaptation of letters, requests, reports, etc.
- Support of the Project’s activity, in terms of contracts with experts, executors, and service providers, and monitoring implementation of those contracts.
- Performing other duties within the realms of one’s competence, according to the requests of management.
Candidate must:
- Have a high level of self-organization, independent and results-oriented approach and a desire to learn and improve oneself.
- Have knowledge about the principles of work with digital platforms, in terms of organizing procurement procedures.
- Have the ability to work in a team, and to show effort in performing assigned tasks.
- Have the ability to easily adapt to changes and to successfully set up and adapt priorities according to need.
Necessary qualifications and experience:
- Full higher education.
- An advantage will be work experience in international or civilian organizations, experience in procurement for donor funds, and/or experience in the sphere of public procurement.
- Written and spoken grammar skills.
- Confident use of a PC and MS Office.
- Results-oriented approach, desire to learn and improve.
- Responsibility, organizational skills, and attention to detail.
- Fluency in Ukrainian and English languages.
