Competition for the position of open data expert for the Ministry for Communities, Territories and Infrastructure Development

East Europe Foundation announces a competition for the position of open data expert for the Ministry for Communities, Territories and Infrastructure Development of Ukraine.

​​Tasks and responsibilities:

  • Analyze the available open data of the Ministry for Communities, Territories and Infrastructure Development.
  • Analyze the current legislation regulating the Ministry’s work with open data.
  • Develop recommendations for improving existing open data sets.
  • Conduct meetings with interested representatives of the public sector and civil society to develop recommendations for improving the quality of open data.
  • Evaluate the Ministry’s data for compliance with open data requirements, in particular machine readability.
  • Identify, compare, and resolve data quality problems.
  • Analytical support for projects implemented by the Ministry for Communities, Territories and Infrastructure Development.
  • Analysis of new data generated by the Ministry and development of recommendations for creating new open data sets.
  • Prepare materials for communication specialists for the purpose of publishing news about open data on the Ministry’s resources.

Qualification requirements:

  • Higher education in journalism, management, marketing, law, etc.
  • At least 2 years of experience in analytical work with open data.
  • At least 2 years of experience working with government agencies (including skills in identifying needs, conducting interviews, and presenting findings).
  • Ability to analyze and develop recommendations for improving data quality.
  • Experience in public communications, particularly in the public sector.
  • Knowledge of open data legislation.
  • Attention to detail, responsibility, and proactivity.
  • Fluency in Ukrainian and English.
