Competition for the position of an expert of the technical support group for developers

Within the framework of the “UA.Platform Modernization” project, with the support of the “Good Governance through GovTech and Transparency in Ukraine” project, implemented by the federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government.

We are looking for a team member to fill the position of an expert of the technical support group for developers to play an important role in building and developing a new project. A specialist with significant experience in providing support to registry development teams, with a proven portfolio of successful projects.

Main responsibilities and tasks:

  • providing support for L2 registry development teams – support for developers and administrators of registries at the level of non-typical issues, the solution of which requires a thorough knowledge of the technology and solutions used by the Platform and experience in using the Platform for teams in training – support for teams at the training stage (including the creation of the first registry);
  • support for teams in training – support for teams at the training stage (including the creation of the first registry);
  • counseling of central executive authorities wishing to order development – assistance to central executive authorities to form requirements and tasks for the development and reengineering of registers (especially in the absence of regulatory documents);
  • assistance in the implementation of registers under development – assistance to central executive authorities in launching registers;
  • consulting of registry development teams, implementation of the best practices – helping teams to find the best way to solve an applied problem during the construction of registries, advice on reengineering;
  • knowledge transfer from the Platform developer – formation of a knowledge base regarding the Platform, accumulation and aggregation of experience of using the Platform by registry developers, registry administrators and Platform administrators;
  • directing the development of the Platform – relying on own experience and the experience of the teams regarding the developed registries, prioritize goals, form the direction of the Platform’s development, maintain lists of necessary improvements to expand functionality and lists of priority correction of identified inconveniences and inconsistencies;
  • support for registry administrators in the training process – support for administrators in the training process, assistance, clarification, answers to questions;
  • preparation of presentational analytical and methodical materials;
  • organization and participation in meetings and events with stakeholders;
  • participation in the training processes of developers and administrators of registers – updating methods, training plans, complex tasks for individual verification.

Desired skills and competencies:

  • higher education in the field of information technology;
  • at least 10 years of experience in information technology in various positions;
  • at least 3 years of experience in administration of database management system, systems and/or development;
  • experience in developing, launching and supporting projects of various levels of complexity;
  • experience of cooperation with international charitable organizations and foundations;
  • skills in forming, managing and training teams;
  • experience in government structures;
  • intermediate or higher level of English;
  • experience in conducting analytical research.
