The Unified State Electronic System in the Construction Sector (ЄДЕССБ) has been operating for nearly five years, driving the digital transformation of the construction industry and improving the accessibility of services. In Q1 2025 alone, over 7,000 professional users joined the system, including:

✔️ employees of architectural and construction control bodies
✔️ developers
✔️ construction clients
Thirteen construction-related services are available for citizens on the Diia portal, allowing users to receive all necessary documents without visiting government offices. In the first three months of this year, 12,800 such services were delivered through Diia.
Construction services were used 30,200 times via the Administrative Services Centers.

During this period, 4,700 urban planning conditions and restrictions were issued for land plots — essential documents for the design of major construction projects such as residential complexes, factories, production facilities, office centers, bridges, and more.
The automated primary registration of special property rights (SPRs) continues to function in USESCS. In Q1 2025, 52 properties were automatically registered, including 5,600 future real estate objects — apartments, parking spaces, garages, etc. Ownership was officially registered for 15 objects that previously had SPRs registered.
The updated functionality for qualification centers certifying energy auditors is now live, with five centers already operating.
The Unified State Electronic System in the Construction Sector is being implemented in cooperation with the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine. Service development was carried out as part of the Digital Transformation Activity with USAID and UK Dev support. East Europe Foundation was the implementing partner for the project.
