The study “Anti-Corruption and Economic Potential of e-Services” focuses on how digitalization helps to save resources of citizens and businesses, as well as reduces corruption risks.
The study aimed to measure the economic effect by reducing the time and money spent on obtaining services, as well as reducing corruption risks.
The study covered the analysis of seven key e-services, including registration of individual entrepreneurs, maternity benefits, obtaining a certificate of no criminal record, licensing of road transportation, permits for special water use, start and completion of construction works, etc.

The report is based on modern data collection and analysis methods, including user surveys and calculations of economic benefits using the Standard Cost Model (SCM). Over 1,200 respondents participated in the survey.
The study titled “Anti-Corruption and Economic Potential of e-Services” was conducted by the Better Regulation Delivery Office as part of the USAID/UK Aid project “Transparency and Accountability in Public Administration and Services /TAPAS”, implemented by Eurasia Foundation, with support from the Ministry of Digital Transformation of Ukraine.
